Siri doesn't open on my Macbook Air
When I click on the Siri icon, all it does it make a sound and a little orange circle to the left of the icon blinks on, then off. Siri doesn't open. This is a Macbook Air running Sonoma 14.7.1.

That's normal. Once the Siri circle appears you should ask your question or order for Siri to work on.
Is this what you're getting when you click on the Siri menu?
Then you should go to the System/Siri/Test to Siri settings pane and turn off Text to Siri:

And this is what happens when I click on Listen for "Hey Siri".
The problem is that the circle doesn't appear. Only a text box, and now, I don't know what I've done but now she speaks as I'm writing this reply to you 🤦🏻♀️
