When I double tap my iPhone SE to boot Apple Pay it boots the last app I used rather than Apple Pay. A reset didn't fix the issue.

What settings have you changed to move Apple Pay activation to your Home Button? Did you change settings in Accessibility in your Settings app? Do you have a link to the instructions you’re referring to?
Are you double clicking the side button, also referred to as the power button? What exactly is a double tap? That sounds much different than a double click of a button on the side of your iPhone.
I'm double tapping the home button, as per Apple's instructions. The side button is for Face-ID access which I don't use.
