Contact iTunes support
I have been trying to create an iCloud account and this what I'm seeing “contact iTunes support to complete this”

I have never heard of having to contact iTunes Support simply to create an Apple Account. You may need to do it after you create an account but even then it is unusual. Note that iCloud is automatically part of having an Apple Account. You don't need to create it.

You may need to contact iTunes Support (oddly Apple does not provide any information about how to contact them) if you are having problems with a payment method and you are trying to upgrade an iCloud account, but you say nothing about upgrading.
