why can't i install a provisioning profile on my ipad

I am trying to configure an ipad for debugging my mobile app. The instructions say to create a provisioning profile and double click to install it. When I double click I get an error message saying the installation failed but the error message says to make sure the device is configured for the profile. (but the device already IS in the profile.)
