Are you in fact using Sonoma 14.6?
What do you mean by signing in? Do you mean opening the Photos app? Do you mean going to iCloud.com?
Do you have "Optimize Storage" turned on for Photos?
Is your Photos Library in the Pictures folder on our internal drive?
