It is a common scam when the retailer does not protect the gift cards from being tampered with. We hear about it every year around the holidays, but of course it happens other times as well. Never buy gift cards when the retailer displays them on a rack where anyone has the ability to tamper with them. The retailer knows about this scam and the ones that care about their customers will have them secured behind a counter. Ironically some of those same retailers will lock up products they sell to prevent theft, but they don't have the same concern when it is their customers that experience theft in their stores.
