Not going to be giving my bank details for a free app download on my paid wifi! This is dodgy & misleading. Poor conduct & not good enough. Stop trying to bill for a Netflix subscription eg. then stoping the user from other functions on the device

If you have a Netflix subscription that has not been paid for, then of course you will need to pay that bill before you are allowed to use the App Store for any reason. I don't think that is unreasonable at all. You entered a legal contract when you started the subscription and you have now defaulted and there are consequences to that action.
Also, please keep in mind that this is a user-to-user forum. Apple isn't reading your post.
