Grayed-out 'Allow Cellular Data' button on iPhone

My button for "allow cellular data" is grayed out. In Canada last week, no internet except when guest wi fi available. No sending texts, no Spotify, no Waze, no google maps, no news. Not happy - I attempted 4 restarts, I go to settings, cellular, cellular data & it's no go. And I don't even have that restrictions in settings that is mentioned by a couple people
