My iPhone 14 Pro Max recently installed an update to IOS 18.5. Since the update cellular data has not worked for certain apps, Chrome, Safari, and Apple Music are some of the apps that have no data now.
I have modern firmware installed I have reset network settings and performed a forced restart as well

Do you have a 3rd party VPN installed, even if you are not using it? If so, delete the VPN profile in Settings/General/VPN & Device Management/VPN. Don't just turn it off; delete the profile. If that fixes it, you can try reinstalling VPN.
