Changing pay card on Apple pay
I would like to change my card on my Apple Pay account to a different count, but can’t pull up my account on the ipad

Apple Pay is not an account. It's a payment conduit. There is no account to pull up for Apple Pay.
Apple Pay on an iPad can be found in Settings ➜ Wallet & Apple Pay.
You can add a card to Apple Pay by tapping on the "Add Card" text there.
If you are referring to your Apple account for purchases in the iTunes, App and Book Stores, then that can be found in Settings ➜ Apple ID ➜ Payment & Shipping and has nothing to do with Apple Pay.
