Location is grayed out but green can’t toggle off
When I open settings location services everything has a grayed out look and I cannot open to change

Is this a personal iPhone that you have full access to (not a company, work, or device that someone else set up for you)?
You can try opening Settings > Screen Time > Content & Privacy Restrictions.
If Content & Privacy Restrictions is turned on: Tap Location Services, then choose Allow Changes to allow changes from Settings > Privacy & Security > Location Services. If you choose Don’t Allow Changes, you can only change Location Services settings from Content & Privacy Restrictions, and you won’t see any prompts asking for your location.
