How can I transfer photos from a lost iPhone to an Android device?

You would need to login to your iCloud account using a browser on your Android device. Select any/all the photos and then right-click-donwload them to your Android device.

There is no iCloud App for Android.

If you were not syncing your photos to iCloud then all is lost unless you find your Apple device.

Iphone and Android are two different platforms.

To recover on iphone you would either restore from your backup or turn on photos in icloud settings if you synced it there.
