I’ve been with my iPhone 12mini until today when I’ve switched to the iPhone 16pro.
until today, I had all set up with dark mode on but all my apps were displayed as regular mode.
today, everything is displayed as dark mode making difficult the recognition of many apps.
IRRITATING and very, very ANNOYING.
Why can’t we chose what to have on dark mode and what not?

There is no difference between the iPhone 12 and iPhone 16 as far as Dark Mode is concerned. Any of those apps will be the same depending on if you have Dark Mode turned on or off. If your setting got changed somehow, it is easy to change it back by following the steps that have been provided.
Third party apps can choose whether they want to honor the Dark mode setting and some choose not to. For those apps, you would need to contact the developer. They can choose to use whatever color scheme they want.
If you have a question about a particular app, then let us know what it is and we may be able to provide more detail or at least direct you to that developer for support.
Go to the homepage then hold down, after holding, go to the top right and you will see “edit” click customize at the bottom there should be a thing that says “dark” “tinted “ “dynamic” or “light”

I am not sure why this happened in the first place, but you can change it back by holding down in an app, pressing Edit Home Screen, pressing edit, customise, and then changing the app icons to the colour you want
