Low Power Mode on iMac M3 and M4

What exactly does it do besides making the fan not run full speed? I read the page on Low Power but doesn't really explain exactly what happens beside the fan no being loud. Does is lower the clock speed on the CPU/GPU and more? By how much?

I've read that on other forums, that when idle it already uses about 5W when the screen turns off and still left on never sleep. Which is really minimal like a night light. I usually leave my iMac on 24/7 and I don't hear the fan when idle just sitting there or even doing normal task. It's only during handbrake or Video/Photo editing work with large files is when the fan ramps up. It's not loud like the Mini M4, some people posted the fan is really loud on those guys. I wonder if thats why Apple introduced Low Power Mode for desktop Macs now.
