Why can't I move Photos from recents to folders on iPhone?

Why can’t Apple make it possible to take pictures out of the recents and place them in a folder not just make a copy in a folder?

You aren't speaking with anyone from Apple here. This is a user to user only forum and as users, we can't answer why questions. To your question, when you place a photo in an album, it is not making a copy of the photo. You are simply placing a pointer to the photo, from your Photo's album. Which is also not increasing storage in any way. You really only have one copy of the photo on your phone.
