Why Is my Apple Watch asking for Agreement on the iPhone?

I noticed last night when I was updating my watch that a message said that I must agree to the update conditions. The agreement was found on the iphone only. The watch instructions should say,"agree to conditions found on the iPhone" for the watch update.

This is correct, because the watchOS update is downloaded onto the paired iPhone first, using the WatchApp.

Before you can tap on "install update" there will be a pop up screen, with the terms & conditions for the update and the button to agree. Only then will the update start.
