I block each number as it shows up, but within a couple of hours, the same person, the same automated voicemail, shows up from a different phone number. I tried blocking each one as they dhow up, but it doesn’t seem to help.

Welcome to things as they are in these days. Spammers do exactly that, robocall from multiple numbers, almost always fake and/or spoofed. Hence there's no way to block these calls, as you've found (and despite what some third-party app developers claim). All you can do is make sure anyone you really want to receive calls from is in your Contacts, then turn on "Silence Unknown Callers" in Settings -> Phone. That doesn't block the calls but does send them directly to voicemail so at least you're not immediately bothered.
