Why are my Non-Apple earbuds always too loud?

Apple has now successfully ignored everyone who reports non-apple earbuds are

TOO LOUD even in lowest setting.

• yes ive tried setting max volume or hearing protection in the sound&vibration menu
• yes ive selected earphones as device type in BT settings
• yes im aware the volume slider can be pulled left a little bit, THIS DOES NOTHING.
