SSD external HD for Photos Library won't import with Sequoia 15.1.1 update

Just updated to Sequoia 15.1.1, I had been using my Sandisk SSD external HD to store my Photos Library. With update my previous photos show up, however I'm unable to import photos to the Photos App. The only successful work around I have found is moving the Photos Library to my Mac mini HD. This however defeats the purpose of the external SSD to free up storage space on my Mac mini. This worked fine in my previous operating system.
