I'm having iPhone SE 2016. The latest software upgrade is iOS 15.8.3. All the UPI apps are asking for iOS 17. Are there any UPI apps that work on iOS 15.8.3 or any other ways for money transactions?

The banks who use UPI apps in your country made the decision to no longer support phones which can't run at least iOS 17. This was NOT an Apple decision. It was the UPI people who made this decision. You either need to replace your old iPhone and get a newer, more modern iPhone, or not use UPI on your iPhone.
No, I am afraid that that iPhone is becoming too old to run the newest apps.
You would have to ask UPI if they have a version that supports iOS 15.
