Cannot add card to apple wallet
I’ve tried EVERYTHING, I cannot add my card to my apple wallet. I get a prompt telling me to contact my issuer. The bank blames apple & Apple blames the bank. Its driving me insane.

It's on the Bank's side even if they deny it. Apple only sends the info you provide and gets back the bank's response. If that fails, then Apple can't do anything about it.
You may need to start the process from your banks app to get it to add correctly. But at the end of the day, it's the banks responsibility to process the Wallet App's requests to add the card.
You may need to escalate the issue to a higher tier person at your bank though.
