Public Wifi Portals Ongoing Issue

The iPhone 15 Pro seems to have the same problem as my 14 Pro, anytime I am traveling the iPhone and iOS either connects to Wi-fi without any internet access (over 50% of the time) or it takes an extraordinarily long time for the portal to log in comes up for that public wifi, if at all. On Southwest airlines, for only one example, it can take 10 minutes to get the phone to see the portal to connect.

My friend with an Android phone can connect right away, and one of my two Windows 11 machines do this in seconds while traveling. The difference is very noticeable.

Is this a bug? A security feature? I am always on the new iOS but I have been having this issue well over a year. I love everything about the iPhones except for this, is there an Apple engineer in the house?
