Still cant send a photo to my sisters android phone. Ridiculous

For the iPad to use the cellular connection needed for an Android phone to receive the photos, you would need to have an iPhone and set up Text Message forwarding to the iPad.

SMS/MMS Messaging is done on the cellular voice channel and not the cellular data channel. A Cellular iPad is only able to get a cellular data connection and is not able to communicate on the voice channels required to send those messages. This has nothing to do with the iOS version. The iPad is only capable of a data connection to the internet using the Cellular Data plan from your provider. There is not Voice or SMS capabilities on a cellular data plan.

Sending from iPhone to Android is no problems as long as both devices are using MMS Messaging. I send photos to my brother's android phone all the time and he sends them to me as well.
