iPhone and iPad volume level too low

I have a pair of AirPods and when using my iPhone 12 Pro or my iPad both running IOS 17.6, I can barely hear speaking at maximum volume.

there is no setting to increase the maximum volume.

however, if I use my AirPods on my MacMini, I can hear perfectly fine at 75% volume.

is this a software update that has been designed to force me to upgrade as there is no mechanism on either the iPhone or iPad to increase the volume

Perhaps you’ve enabled the new Volume Limit feature by accident? Or if it’s just with headphones, you might have Headphone Safety set too high. Go to Settings > Sounds and Haptics, scroll all the way to the bottom and you should see the Volume Limit and Headphone Safety settings.
