Iphone has a policy that requires a new apple watch passcode

About two months ago the message popped up that says "Your iPhone has a policy that requires a new Apple Watch Passcode". I try to turn the passcode requirement off in iPhone but it says it cannot do it because the iPhone is busy and to wait until it is done. So I enter my current passcode and then it asks me to enter a new passcode. Then it asks me to enter the new passcode, and entering that in again it asks again for the new passcode. It just keeps asking for the new passcode over and over. I sat there for about 10 minutes entering the same numbers to no avail.

What is going on?

Sounds like you may have a corporate email account set up on your phone. The administrators can enforce policies on connected devices, even without an MDM. They are enforcing a policy that does not work well with your paired watch.

Either remove the corporate email account form the phone or take it up with your IT department. They will need to fix this on their end.
