Am no expert in this area, yet your request deserves a prompt response.Seems you would need to either use your voice for commands that operate your phone, or you may be able to ask "Hey Siri ,Turn off Voice Control."

Seems Voice Control requires a small download after you first enable it, so It may have been downloading that.
