Unable to add credit card due to remaining gift card balance in App Store

I lived in America and have moved to another country, and I attempted to add my credit card information into the Apple Store but I have like 30 cents left from a past gift card. I can’t change the currency and location for payment nor enter my card information. How would you recommend I remove the 30 cents from my account ?

Buy something more expensive than your balance and use a different payment method from the current region for the extra amount; if you can't, click here and ask the iTunes Store staff to zero it.
