This is very annoying and unnecessary. Please tell me how to disable this on my iPad.

The info window appears when you swipe up. You may be doing that by accident when you swipe right or left.

But it would still be helpful to have the option of disabling it or not.
Like a lot of Apple features, we need to have a choice, not what they think we need.

I'm finding the touch in swiping to be very sensitive on the iPad-- so scrolling through pictures full screen frequently changes to the edit screen, making it very hard to show pictures to friends and family.
I'm going to leave feedback for Apple here.
