Duplicate IMEI on iPhone 16 pro max

I was offered to buy two iPhones 16 pro max, open boxes, but when I checked them they have same IMEI numbers on the packing, even when I checked the numbers on the phones by dialing*#06# it give me the same numbers on the packing as well ...

So I have two iPhones 16 pro max with same IMEI on the packing carton and on the phones physically....!!! Is that possible, and how it could be the packing for both phones having same IMEI, IMEI2, SERIAL NUMBER....
