Shuffle does not work on some of the playlists from Apple Music library

From My Library using my playlists, shuffle does not work on some. It’s only a handul of lists this happens with, and I haven’t found any variable that would explain why one list works and another doesn’t.

I’ve read similar threads and tried some of those suggestions. I don’t subscribe to apple music so it’s not an auto play issue. I’ve tried all the usual closing the app, checking for/installing updates, shutting down the phone, and still the same result: when I open the list, I can play it in straight order. When I try to shuffle though, the play window just reads ‘not playing’. When I expand that window it reads ‘no music in list’.
