I have an iphone 15 pro max. I turned off the phone, then the voice over took over and won't accept my pin or open the main screen. I want to reboot and turn off that awful voice over annoyance.

Well, you turned it on, so there isn’t anyone else to blame. When voiceover is on tap twice anywhere you would tap once. If you have Siri enabled on the lock screen say: “Hey Siri, turn off voiceover”. Also: Turn on and practice VoiceOver on iPhone - Apple Support
