Set up child’s iPad and iPhone to family sharing

My child’s iPad shows in family sharing but not there iPhone. How do I set up both?

If the iPhone is activated with the same Apple ID as the iPad, it should be a part of Family Sharing. The Family Sharing is based on Apple ID, not by device.
