My iCloud account payment method is not changing to None and they stole my card so I was unable to change it

You can change it to none (I have that set on my account) but read this document about how to remove a payment method from your Apple ID --> Remove a payment method from your Apple Account - Apple Support

Certain conditions may require you have a payment method on your account:

- You have active subscriptions.

- You are set as the Family Organizer for a Family Sharing plan

- You owe money for past purchases.

- What you want to buy cannot be paid for with account balance.

- Sign in with your Apple ID - Sign in to your Apple Account - Apple Support - at the very bottom: "When you sign in to the App Store and other media services for the first time, you might need to add a credit card or other payment information."

It's not on your iPhone alone, it is on your account and everything that is signed into your account.

Our previous posts have told you why you see that and what you can do about it (which is basically you must have a valid payment method or simply forget about updating apps or downloading new ones). Get a replacement for your card and enter it.

You cannot change it to None.
