My sister passed away two weeks ago and now i have her Ipad. Do not know passcode but do have her apple account password. I want to access her pictures to scrapbook. How can I do this

Only data that is saved in iCloud will be available to you. There is no way to reset the Passcode without erasing the device. Not even Apple knows the passcode. There is a support article that does pertain to accessing data from a deceased persons account, but you already have the password to the Apple ID, so that will not likely be of any benefit to you.
