Microsoft's specifications say that Outlook requires iPadOS 17 or later. If you have at least that version on your iPad, this is an issue you'll probably need to take up with Microsoft Support.

As much as I hope it will, I doubt a call to Outlook support will give you much joy. MS is not the only one dropping servce for old app versions. Netflix ran fine on our old iPad 2 9.3.5 for a long time, but in the last few months can no longer connect. I get a blank screen like the one you show.
There are no changes at our end, so it must be due to blocking at the server end.
It is apparent that companies are blocking server access by old apps versions. MS will probably tell you it for security reasons.
