iPhone 16 Pro is freezing during iOS 18 installation

we just got a brand new iphone 16 pro. we started transferring our data from old iphone 11. while we were doing it, i16 started installing ios18, and froze right there for 2 hours. when we tried restarting it the screen showed the "hello" lobby, and while trying to unlock it with passcode that installed from the old phone it just lags and doesnt let us do anything. we tried forced reload, but all it does is showing the black screen with loading for a few seconds and then it comes again to "hello" lobby. it doesnt give us the ability to enter the password neither, just lags and shows the passcode screen for a few seconds
