Screen time does not impact Tik Tok and Instagram on my child device

I have set screen time on my child device and added app limits as well (1 hour). It seems that screen time is not impacting Tik Tok and Instagram at all!!

After the downtime starts, i can see that all apps are grayed out but TikTok and Instagram are still available.

In addition, the app limits for those apps are not working at all and i can see my child used those apps way beyond the limit i have set up.

I tried everything from restarting the phone to factory reset.. It just does not work
