How to unlock an iPhone locked to another Apple ID

We have tried changing passcodes, so many times with no luck. Its a near new phone Trying to unlock my dads iphone as its locked to him, we have had it reset but now cant unlock his apple id, just keep going round In circles, tried changing password, then he cant remember the original 4 pin
