Seems iCloud is mainly for sync. of data across devices. ie: data synced from Mac to iCloud can be shared via sync to iPhone and devices using the same Apple ID.
(Also: It is necessary to always have up-to-date software for iCloud use.)

Important: If you delete data from a device, that data deletes from everywhere the data is in sync., ie: same as when you add data, it's available everywhere in sync.
(Data deleted in error may be restored from "Recently Deleted" within 30 days only.)

iCloud can store iPhone back-ups. Eg: Back-ups are retrievable through restoring the Phone from the back-up, to the state it was in at the time of the back-up.
The back-up may be used as the data on another iPhone with the same Apple ID.

Use iCloud to transfer data from your previous iOS or iPadOS device to your new iPhone, iPad, or iPod touch

Please be aware! Seems iCloud can not store Photos and Videos that are not in sync on at least one computer or device. It is possible, however, to have high-res versions in iCloud, and low-res versions on your iPhone, saving some storage space on iPhone. (High-res versions may be download to iPhone as required.)

Re: What are my options?
It is wise, whether synced to iCloud or not, to store / back-up, / archive / valuable or precious photo and video data separately. Eg: Back up from iPhone using a computer to an external hard-drive for safe-keeping, and / or, if you wish, use a partition or another hard-drive for extra storage.
