How can I save Photos to iCloud from iPhone?

I have an iphone11, have maxed out my iPhone storage but have tons of free iCloud storage.

How do I save photos and videos to iCloud so that I can delete from phone? How do I access these photos and videos once only stored in iCloud?

I also have photos stored in my library and in shared albums, does this mean each photo and video stored is taking up double the storage?

iCloud is a synchronization service. Any photo on your device can be synced to iCloud. If you delete a photo, it deletes in iCloud and in all connected devices. You can elect to optimize storage (settings > photos) to keep lower-resolution images on device and originals in icloud to free space. You can. access your photos on any connected device or at iCloud.com.

Each photo is stored once and albums are referenced.
