I have an iphone11, have maxed out my iPhone storage but have tons of free iCloud storage.
How do I save photos and videos to iCloud so that I can delete from phone? How do I access these photos and videos once only stored in iCloud?
I also have photos stored in my library and in shared albums, does this mean each photo and video stored is taking up double the storage?

iCloud is a synchronization service. Any photo on your device can be synced to iCloud. If you delete a photo, it deletes in iCloud and in all connected devices. You can elect to optimize storage (settings > photos) to keep lower-resolution images on device and originals in icloud to free space.
