My new iPhone 15 plus won’t allow me to make outgoing calls
I can get incoming calls which also makes my wife’s iPhone 13 ring too. Very odd.

As Zachyy suggests contact your carrier if you can't make outgoing phone calls. But the fact your wife's phone rings when you get an incoming call is likely because the two of you share the same Apple ID, which you most definitely should NOT be doing.
Apple IDs (now called Apple Account) are not meant to be shared. Each person should have their own unique Apple Account. You can then use Family Sharing to share apps and photos, etc.
