I can’t seem to receive calls on my iPhone 11. They just go directly to voice mail.

It sounds like you may have a feature enabled called Silence Unknown Callers.

"Silence Unknown Callers: You get notifications for calls from people in your contacts, recent outgoing calls, and Siri Suggestions."

Avoid unwanted calls on iPhone - Apple Support

You can check if this is enabled at Settings > Phone

I have an iPhone 13 mini, and cannot receive phone calls from my husband and a few other family members. And when I call my husband, it just goes to voicemail. I am not blocked on his phone, and he is not blocked on my phone. How do I fix this? Also, my Wi-Fi does not stay on. I have to turn it on every time I want to use it.
