Apple Pay with American Express is not working anymore - iOS 18.1.1

Hello, I've ran into a very strange and annoying issue with Apple Pay.


A few days ago I tried to pay a large amount with my American Express Platinum card via Apple Pay. The payment was declined twice, so I paid directly with the card, without using Apple Pay and the payment went through right away.


But since these two declined Apple Pay payment attempts, Apple Pay isn't working for this card anymore. All payments are declined. I've already been back and forth with Amex and they say it isn't an issue on their end because they aren't declining these payments and it's also not an issue with any card limitations.


Amex already removed Apple Pay for the card on their end so I could add the card again, which didn't resolve the issue. They now even replaced the card entirely and even now, with a new card number, it isn't working. I still can't use Apple Pay with the Amex card. I also already logged out of iCloud and restarted my phone several times. None of this is working.


I was also on the phone with the Apple Pay support and they say this isn't an issue on their end. I really don't know what to do anymore as I ran out of options...


I feel this is an issue with iOS 18.1.1 because I never had issues before and I also read that other users ran into Apple Pay issues after the update.


Does anyone have an idea how to resolve this issue? Thanks, your help is much appreciated.

AmEx had an issue earlier this year in U.K. It took about 6 weeks for them to totally resolve the issue. I thought it might be related, but you’re in Germany, so I doubt it unless more reports from Germany in the community here.


I suspect now, one of two generally related issues. Many countries place a hard limit on the transaction amount allowed for electronic wallets. In addition, merchants can also but a ceiling on electronic wallet transactions.


Another issue arises when some countries require a PIN be entered to complete large transactions. Apple Pay does not support PINs and feels Face ID is more secure. This could also be the issue.

Apple is not a bank and cannot approve or decline transactions. The Secure Element in your iPhone transmits an encrypted one time use token to the merchants transaction terminal. The merchant transmits the encrypted data to their credit card processor who then transmits it to the Payment Network Operator. In your case the PNO is also the bank, American Express. The PNO reviews the charge for fraud etc and the bank approves based on various factors including fraud, account balance, credit limit etc. The bank then approves or declines the transaction. The data flows back to the merchant with either approval or decline.


If American Express says they aren’t receiving transaction data, the merchant or their credit card processor is stopping transaction.


If that’s the case I suspect it’s the merchant or processor requiring a PIN or the amount is over a threshold and being stopped. Why would they stop a transaction? Probably related to a fraud protection issue, bank regulation issue, etc.


The transaction software the merchant uses is almost always provided by the credit card processor. It could be some as simple as the software needs an update. The software could be programmed to require a PIN above a certain limit. Why have a limit? Merchant might lose fraud protection if over and doesn’t want the risk.

Yes, Apple Pay is working with other credit cards and even with another Amex card that I've added.


The issue is only with this Amex card that was declined twice when I tried to make a large payment with Apple Pay. That's when this issue started.


Amex looked into the issue and they noticed that their security system was activated due to this large Apple Pay payment attempt. They then reset the system and also removed the card from Apple Pay and told me to add it again. Unfortunately that didn't solve the issue and now they replaced the entire card. So I have a brand new credit card number but still all Apple Pay payments are declined. Amex doesn't know what to do anymore and Apple Pay support tells me the issue is not on their end... 😀

I believe it’s a merchant issue, not an American Express or Apple Issue.


If it were a device issue, Apple Pay wouldn’t work anywhere. Same for Apple Pay services. The data was transmitted to the transaction terminal. Apple Pay is essentially done at that point. The merchant’s software could block the Apple Pay transaction or the company that provides the card processing services could block Apple Pay.


I doubt AmEx can track it down either.
