I want to be able to easily toggle 'silence unknown callers' on and off.
I tried to create a shortcut but cannot find an option for '.silence unknown callers'.
The phone setting is only for making a call.
The Settings list does not have it (at least that I can find).
I have seen a screenshot one posted elsewhere, does it still exist?

Yes. I just went through this with a new iPhone 16.
Add a shortcut in the shortcuts app and search for 'silence'. One of the options should be 'Set Silence Unknown Callers'. If you select this, it gives the option to turn it on or off. There is no toggle.
I set up two shortcuts, one to turn it on and one to turn it off.
My control pulldown now looks like this (see the two buttons at the bottom):

Sorry for the misinformation. Yes there is a toggle option.
However, it provides NO feedback, so when you push the button, you may not know what you just did.
That's why I used two specific buttons.
Shortcuts are something you build yourself (or find one someone else has written).
