Why can't I change my iPad Wallpaper?

Maybe this has to do with the new IOS update but for some reason my iPad won’t let me change my wallpaper or Lock Screen. Whether from the lock screen itself or from the galley when I try to choose a photo. I’ve tried restarting my iPad several times and nothing.
