After updating to iOS18 all of my photos from before October of this year are extremely low quality and blurry. A message pops up with “Unable to load photo. An error occurred while loading a higher quality version of this photo.”
Is there anything that can be done on my end to fix this?

What is your storage situation? You can see that at Settings>General>iPhone Storage. Mine says "79 used of 128GB used."
"Unable to load photo" could mean it doesn't have enough room.
Do you use iCloud Photos? If so, do you have "Optimize Storage" turned on for Photos? When you go to iCloud.com, do you see your pictures?
Aha, I solved the issue. Apparently all I needed to do was consent to the new terms and conditions for iCloud. I don’t think it was even prompted for me to do so, I don’t know how I would’ve missed that 🤦🏼♀️

We have the same software, and It works for me, so the software is not the problem. To troubleshoot the problem, we need to find out what's the same and what's different.
You can find the setting for Photos at Settings>Apps>Photos. This is what my phone looks looks like:
Do you have Optimize Storage selected?
I’m not sure how to see if I do use optimize storage!
I just tried to edit photos to check for the filling circle but the app will not let me edit any photos at all! My videos from just a few days ago are not loading either, I’m assuming there are a few flaws with the new update 🤦🏼♀️

That's good! You didn't say if you use "Optimize Storage" for Photos.

Yes, I use iCloud Photos.
yes, I see my photos in iCloud.
yes, optimize photo storage is turned on.
That's great! A new OS always has a bunch of pages asking for permission for one thing or another. Easy to miss, one, I guess.
