Brand New Apple Watch Series 5 ,44mm doesn't switch on & doesn't charge on original charger supplied with watch.
Have already tried to reset the watch, pressing digital crown and side button simultaneously, but restart is unsuccessful.
Unable to take this watch in to a local I-store
Please assist on how I can fix this myself

Um… no. It is not ‘brand new’. That model was discontinued over 4 years ago.
Best case, it’s been sitting in a box on the shelf for at least 4 years, which means the battery is probably completely toast at this point from being left without a charge for so long.
Return it and get your money back.

The apple watch series 5 is not sold anymore new by apple. so if it is really new that's the question
Charge it for a prolonged period of time to see if the issues persist. it is an old watch so you might want to charge it several hours to see if it will come on
