They sent me some money via Apple Pay and they received a message that $25.00 was due in order for me to receive the payment. Why can’t they just send me money and why don’t I get notifications that it was being attempted to deposit

That is a scam.
They trick you into paying 25 to get 1000, but will never send you the 1000, and you will never get the 25 back.
This is not Apple, it's a fairly common scam.
