Iphone contacts duplicating multiple times.

My Iphone contacts are duplicating multiple times. I have looked into the outlook bug and my outlook is not duplicating anything. It's only happening in the Iphone. I have deleted them in Icloud online and they keep coming back.

Why did my contacts re-populate on iPhone after deleting it on iCloud? I spent about 30 minutes deleting over 600 contacts that I did not need anymore on my iCloud on my computer. I check my phone a few hours later and most of the contacts I deleted are back. How do I fix this issue?
