How can I stop Microsoft outlook contacts showing/merging into my icloud contacts? I delete them and then they come back. Very frustrating and time wasting to have them just re-appear again after I've deleted them.

To ensure that Outlook for iOS has no ability to interact with other contacts on the phone:
Settings > Apps > Outlook > Contacts > None
If you have your Microsoft email account configured to display in Contacts, disable that:
Settings > Apps > Contacts > Contacts Accounts > touch your Microsoft account > Disable Contacts
Then, clean up any contacts that you don't want and they should not re-appear.
